2. Community Development via Agriculture and Education:

  • Clean water well project for family daily consumption and for vegetable plantation.
  • Improving the construction of toilet and house for the poorest families in local community. 
  • Set up family self-sufficiency through visa agriculture and education, gardening and livestock.
  • Micro-credit for the small business for the poorest and most vulnerable families that have many children.

Poor farmers will have opportunities to learn about new agricultural techniques through a learning-by-doing approach. Demonstration farms will be established in communities where there is interest and commitment. These plots of land will provide training opportunities for the poorest farmers to learn in practical ways to improve their capacity to raise money through agriculture. These farmers will receive training to become Core Village Trainers (CVTs). Activities here will include animal husbandry (organic pigs or chickens and compost fertilizer production) and organic vegetable growing. These plots will become learning centers for all farmers interested to gain new techniques.

Improved Access to Quality Seeds

Farmers will increase yields and improve harvests when they have better access to good quality seeds. In addition to receiving training on how to select good seeds, farmers will join in discussion on how to improve access to quality seeds for each commune. Action plans that are feasible and sustainable and have commitment and agreement with farmers will be supported.

Marketing Network

The lack of market information and communication between wholesalers, farmer producers and consumers discourage farmers to diversify or rotate their crop production. Solving some basic marketing issues will be a strategy aimed at improving interaction between villagers and the local markets to speed up flow of villager’s products to the markets. Communities will receive support from CBAVC and Commune Council (CC) partners to strengthen their links with local markets. Three families per commune will be selected by communities and gain skills that will benefit their communities with increased communication and exchange with wholesalers, buyers, etc..

They will improve their abilities in gathering relevant price and market information, setting up agreements between target group communities and local restaurants, food shops, and market stalls. They will improve their skills on planning and logistics in order to ensure most effective flow of products at price most beneficial to target group’s members. An advertising and awareness raising component about farmer’s products will be included in this main activity. This will bed one through conducting exhibitions and trade fairs. Provincial level stakeholders will be encouraged to join and provide support to this activity. These exhibitions will open the way to farmers to explore more marketing place for the communities.

Community members, private sector, and actors at provincial level will become more aware of the local agricultural products. They will have opportunities to coordinate efforts for prompting products of target group members. Exhibitions will be organized two times per year. For the short-term, communities will receive close support for conducting these market fairs but as farmer groups, partners CCs and market networks gain more skills and confidence this support will be decreased.

Improved Small Infrastructure Systems

Agriculture production is in the CBAVC‘s target areas due to seasonal droughts and low rainfall. To boost the production these areas support will be provided to communities willing to contribute to repairing existing and constructing new irrigation systems including dams, water wells, small ponds, etc..

Repair to these systems and construction of new ones are included in almost all commune development plans. Increased access to water will ensure successful outcome for the agriculture production and primary health care. Communities will receive support from developing water user groups and this can lead them to solidarity by collaboration and sharing water sources. The communities to be targeted for receiving support to improve water sources will generally be those located far distances from any water sources.

For implementing the infrastructure activities, Commune Council (CC) partners and their subcommittees and village leaders will generally take the following process: conduct project feasibility study (cost effectiveness, greatest numbers of the poorest benefit including women, potential environmental impacts), etc..

Capacity Building of the Implementing Organization

Since CBAVC has been implementing community development activities there has been improved learning with communities about basic livelihoods. Staff continues to improve skills for working with communes to understand and address livelihoods needs with a particular focus in the agriculture sector. There has been increased understanding about situations and community development concepts. However, staff will need to improve skills and understanding in decentralization and promoting partnership between CCs and CSGs. CBAVC understands that support to decentralization reform will contribute to increased sustainability for livelihood security poorest communities.

Staff development is very important in contributing to the program success. In the present staff used to receive some training such as proposal writing, seed management, agriculture techniques, gender and development. Such training received is not enough to make the project success.  More training are needed such as financial management, decentralization, report writing, local planning process and good governance. Other areas will be identified during the life of the project. CBAVC will explore options on the available training institutions to ensure that staff training needs are addressed.

Emergency Preparedness and Mitigation

Seasonal drought and flooding that occur in the target areas can cause the farmers to lose all of their crops and agriculture production and bring a shock to their livelihoods. They may spend many years trying to recuperate after a natural disaster affects them to sink deeper in poverty. Communities and their leaders will receive support on way to prepare for natural disasters. Committees will receive training on how to respond during emergency situations.

CCs and communities will receive support on emergency preparedness and mitigation concepts in an effort to mainstream Emergency Preparation and Mitigation (EPM) into all their CDP development activities. Communities will have trained disaster committee members locally based and resources available when disasters affect their communes.

Communities who are interested and show commitment will receive support develop and implement preparation plans. These may include-but are not limited to strong water for drought for short-term response and for safety of people and livestock, identifying and developing safe place for people and livestock during floods.

All options will need to bed is cussed and agreed with communities. To ensure these action plans have maximum support coordination will take with upper level-disaster management institutions such as Provincial Disaster Management Committee, Cambodian Red Cross, and WFP, etc..

Future Plan

A series of workshops will be organized for CCs, community leaders and relevant stakeholders to continue to identify and strengthen links between CCs and their communities with service providers from government and NGOs in the agriculture sector. Links will also be strengthened with private sector. Commitments will be aligned with priorities from the CDPs as much as possible.

During project implementation private sectors, NGOs and government departments will be encouraged to commit their support to the CCs and community groups. Criteria for phase out from communities will be discussed, it is expected that this criteria may include points such as from communities and CCs have experience and confidence to mobilize locally available resources within their own communities, develop and large village and commune level practices and policies for agriculture development that benefit the poorest farmers, and seek access to develop partnerships with service providers at district and provincial levels for support to farmers. The experiences and lessons learnt will be documented and used to improve future project of CC partners CBAVC.
